This rotating base can be permanently mounted or can be temporarily held in place
with a heavy-duty water donut. When filled, the water donut holds 2-1/4 gallons of water
and weighs 18-1/2 pounds. This water donut installation should only be used when winds do not exceed 5 m.p.h.
